Very few changes will be made to items, however, I would love to fill in empty item slots. Give me your ideas!
Other ideas:
PROBLEM 1: PEOPLE COMPLAIN ARMY MANAGEMENT IS INSIGNIFICANT TO HERO MANAGEMENT
- Scroll of Speed: 50g, but no longer gives benefit to heroes.
- Boots of Great Haste: Up for balancing, but will probably change to an activatable item with unlimited charges. It will boost movement and possibly give a wind walk effect without invisibility. aka, can walk through units.
WHY? To increase micro. Scroll of speed was primarily increased in cost because it was so incredibly useful at allowing heroes to get away. However, the aspect that encouraged micro of armies was a good thing. This will complement the tier updates, and will not be the sole change to increase army management.
PROBLEM 2: HEROES APPEARING OVERPOWERED WITH NO EASY COUNTER
- Vampiric Fangs: An item with unlimited charges that can be activated for 20 seconds and a minute cooldown. Has a convenient duration of avatar-type abilities! Probably increased to 50% lifesteal while price is lowered 1050. =D
- An item that forces hero killers to be careful, such as a 20-25% damage reflect would be amazing. 100% damage reflect for a SHORT duration would be appropriate as well.
Obviously, camp in your face is incredibly annoying and darn near impossible to stop. This will make the enemy carefully plan his attacks, but still allow for an advantage.
However, the while item changes may seem to benefit casters, the tier changes benefit the hero killers.

undead frenzy soul would be a good item to have in xv i loved it 5,4 i miss it
